Chair

Professor Elizabeth Ireland

Professor Ireland has been chair of National Services Scotland since May 2013. She's been a non-executive on the board since 2007 and vice-chair for the year prior to being appointed chair.

As a non-executive member Elizabeth has contributed to the development of the high standards of corporate governance enabling the board to translate the challenges addressed by the Christie Commission Report.

Elizabeth also contributed to the engagement with health boards and other public sector bodies helping the board to support the delivery of flexible, responsive, high quality public services to people across Scotland.

Elizabeth developed a passion to see equity in the quality and access to care for people at the end of their lives. This led to leadership roles at board, regional and national levels, culminating in 4 years (2008-12) as national clinical lead for Palliative and End of Life Care for the Scottish Government. During that time she also gave national clinical leadership support to the Better Together programme.

Her academic career at the University of Stirling saw her develop partnerships across healthcare and academia to promote learning and the transfer of knowledge - especially regarding qualitative approaches to learning from and improving people's experiences of care.

Elizabeth continues to work as a GP and also has an honorary chair position with the School of Management at the University of Stirling.

She is active within the NHS chairs' group.

Executive directors

Colin Sinclair, Chief Executive

Colin became NSS Chief Executive on 1 August 2016 having been Interim Chief Operating Officer for the previous 10 months. During his time at NSS he has been Director of National Procurement and our Procurement, Commissioning and Facilities business unit. Colin has over 25 years experience in the logistics and supply chain industry working for a range of large manufacturing companies and professional logistics organisations. His career has been in the service industry and he endeavours to bring these skills to his leadership here at NSS.

Carolyn Low, Director of Finance and Business Services

Joined NSS as a director in September 2014. Over 20 years public sector management and consulting experience and a qualified accountant. Carolyn helped transform operations in back-office and frontline services across health, local government and central government.

Professor Marion Bain, Medical Director

Marion has been medical director of NSS since July 2009. After qualifying as a doctor from Edinburgh University she began working in hospital medicine before specialising in public health medicine. Within public health medicine she developed special expertise in the use of information to support population health and improve healthcare - in particular through the use of routinely available data and record linkage. Her career developed increasingly into medical management and leadership as she worked with a range of local and Special Health Boards throughout Scotland and the Scottish Government. 

Marion is a Fellow of the Faculty of Public Health and a Fellow of the Royal College of Physicians of Edinburgh. She is an Honorary Professor in the College of Medicine and Veterinary Medicine at Edinburgh University. 

Marion was a member of the Executive Group of the NHS Scotland Scottish Association of Medical Directors from 2008 to 2016 and was co-chair from 2014 - 2016.

Non-executive directors

Julie Burgess, Non-Executive Director

Julie has a health service career spanning over 30 years, starting out as a critical care nurse.  She has held executive director and CEO roles in the NHS (in England).  She has also previously worked at government level in both Scotland and England.  As well as her current Non-Executive Director role for NSS, she is a trustee/Non-Executive Director for a hospice in Sussex and works as a qualified executive coach.

Ian Cant, Employee Director

Post held since August 2013. Has held various positions within Practitioner and Counter Fraud Services. An active UNISON steward for the past decade and Vice-Chair of the UNISON Scottish Heath Care Branch for the past 4 years. Elected chair of NSS Staff Side.

Jane Davidson, Non-Executive Director

With over 20 years experience of senior management within the NHS in Scotland, Jane‘s previous roles have ranged from Director of Finance at the State Hospitals Board for Scotland, to Deputy Director of Health Finance at the Scottish Government, to Chief Operating Officer at NHS Borders.  Jane is currently the Chief Executive of NHS Borders.

John Deffenbaugh, Non-Executive Director

A business consultant with Scottish firm Frontline, who began his career in the NHS and has since worked across both the public sector and life sciences in the UK, US and Middle East.

Kate Dunlop, Non-Executive Director

A business adviser and mediator with a portfolio of interests in the private, public and not for profit sectors.

Mark McDavid, Non-Executive Director

A career spanning more than 30 years in consumer goods bringing experience and expertise at the highest level. A non-executive chair of Thirsk Food Logistics Ltd.

Alison Rooney, Non-Executive Director

Alison has held various Executive and Non-Executive Director roles across both the public and private sectors and her experience includes healthcare, governance and finance. She is currently the Chief Executive of The Royal College of Surgeons of Edinburgh.
